In 1853, during Emperor Komei's rule, Commodore Matthew Perry of the United States sailed into Edo Bay and demanded that Japan do business with the Western World. The Tokugawa Shogunate preferred that the social and political order in Japan remain as it had been for the previous 250 years, ruling the country with the use of the Samurai, and prohibiting mobility between the social classes.
